St. Johns River Water Management District in Palatka Florida Seeks Attorney/IRC15963 – Assistant General Counsel II

This is professional work providing competent legal representation of the District in civil and administrative proceedings, as well as in permitting and enforcement regulatory matters. The attorney in this position will be responsible for providing legal analysis, advice, and representation for the District and will work closely with District staff and other stakeholders.

Job duties include:

  • Conducting trial litigation in state court and state administrative proceedings;
  • Conducting highly technical, varied, and complex legal research, primarily pertaining to the work of the District;
  • Preparing witness testimony and exhibits;
  • Preparing and signing pleadings, motions discovery documents, affidavits, legal memoranda, appellate briefs and other legal documents;
  • Providing legal advice to District staff, as requested, regarding the interpretation and application of relevant statutes and administrative rules in the District’s permitting program and on regulatory enforcement maters; and
  • Providing legal advice and editorial assistance in reviewing staff-generated documents associated with the processing of permit applications and regulatory enforcement actions.
  • This position will require travel as necessary to conduct litigation and to meet with staff at District service centers.

Minimum Qualifications:

  • Admission to the Florida Bar and four years of experience as an attorney in administrative law and either environmental, real property or contract law.

SJRWMD has determined this to be a mandatory-testing position as described in Section 440.102, Florida Statutes.
